WASHINGTON STATE DEPARTMENT OF COMMERCE IS ACCEPTING APPLICATIONS FOR CLEAN ENERGY PROJECTS

The Washington State Department of Commerce (DOC) has made $34 million available to fund clean energy projects supporting planning, design, and construction. Applications opened April 18, 2024 and their submission deadline is June 14, 2024 by 12:00 p.m. PT. Projects advancing clean energy and the reduction of greenhouse gas emissions while supporting the modernization of the electrical grid, utilizing solar energy, innovation, low-income communities, and expediting siting and permitting of clean energy projects will be prioritized to further state goals. All eligible applicants and project types are included in this general solicitation and relevant funding sources will be matched to applications.

2023-2025 Budget Appropriations Included in Funding Opportunity:

  •  Solar Energy Retrofits for Public Buildings
  • Large Scale Solar Innovation
  • Dual Use Solar Pilots
  • Clean Energy Fund: Grid Integration and Innovation
  • Clean Energy Siting and Permitting
  • Hard to Decarbonize Sectors

DOC encourages participation in Pre-Application Conferences, but it is not required to submit a funding application.

Applicants will be notified whether they have been awarded funding or not in July of 2024. Then, contract negotiations will proceed from July through September 2024. Levels for funding are approximate and can be adjusted based on fund availability and legislative authority. Please refer to the Request for Applications for additional details.

To apply for grant funding, applicants submit one application per project. Multiple project submissions can be made, and DOC will evaluate applications to determine potential programs and match the projects to relevant funding sources.

Match Funding Requirements:

  • For-profit entities, including investor-owned utilities, are required to provide match funding for 50% of project costs.
  • Applicants to the solar energy retrofits for public buildings project category, with the exception of state agencies, will be required to provide 5% match funding using non-state funds.
  • No other entities are required to provide matching funds.
