In the new film, The Race to Rescue a Declining Aquifer in Central Washington, the East Columbia Basin Irrigation District (ECBID), the Columbia Basin Conservation District, and the Columbia Basin Development League overviews the importance and urgency of completion of the Odessa Groundwater Replacement Program (OGWRP). In the 2024 Washington State Supplemental Capital Budget, $5.5 million has been earmarked to advance the OGWRP EL 22.1 Pipeline Turnout Project. Once complete, this will extend irrigation resources ten miles east of Moses Lake from the East Low Canal to Road W NE to serve over 16,000 acres. This includes a new canal turnout, large scale canal pump station, booster pump stations, and approximately twelve miles of large diameter pipeline. The EL 22.1 Landowner Association and ECBID will also leverage these funds to attract further funding, including federal National Resources Conservation Service Regional Conservation Partnership Program grants.
