APPLICATIONS FOR FISCAL YEAR (FY) 2023 FARM LABOR STABILIZATION AND PROTECTION PILOT (FLSP) GRANT PROGRAM OPENED SEPTEMBER 22, 2023
The United States Department of Agriculture is accepting applications for FY 2023 FLSP grants until the application period closes on November 28, 2023 at 11:59 Eastern Time. USDA’s Farm Service Agency (FSA) is funding the grant program and the program will be administered through USDA’s Agricultural Marketing Service (AMS) and the Farm Production and Conservation Business Center. By addressing the challenges agricultural employers face due to instability and labor shortages, the goal of the FLSP program is to improve food and the resiliency of the agriculture supply chain. Under this program, there will be up to $65 million available in grant funds. Per grant agreement, the maximum award is $2,000,000.00 and the minimum is $25,000.00. This includes sub-awardees as defined in the NFO Section 3.4. The projected number of full-time equivalent agricultural employees and the requested award level will determine the award amount. Administration goals of the FLSP program are to:
- Address labor shortages in agriculture to assist in U.S. economic recovery and protect the U.S. food supply,
- Create regular pathways for migration to reduce irregular migration from North Central America, and
- To improve farmworker’s working conditions.
Agricultural employer’s eligibility is limited to those who:
- Anticipate meeting all regulatory requirements of the H-2A program put in place by the Department of Labor (DOL) and the Department of Homeland Security including actively recruiting and hiring willing, able and qualified U.S. workers, and
- Commit to and specify the ability to fulfill Baseline Requirements and fulfill any selective (elective) worker benefits and protections of Notice of Funding Opportunity (NFO) sections outlined in Supplemental Employee Commitments including fixed-site employers, joint employers, agricultural associations, and H-2A labor contractors.
