On Monday, August 26, 2026, the Washington State Department of Licensing (DOL) will begin to process Climate Commitment Act (CCA) reimbursement applications. Reimbursements will only be made while there are funds available, so don’t wait to apply!

The Washington State Department of Licensing (DOL) is overseeing the Agriculture Support Program (ASP) to partially reimburse producers and transporters of agricultural products who paid the additional Climate Commitment Act (CCA) Cap and Invest program fees or surcharges on fuel utilized for exempt purposes between January 1, 2023 and December 31, 2023. Applications for the payments will open the week of August 26, 2024, so don’t delay in applying as funds are only available until they run out and will be revoked if the CCA is repealed.

In the 2024 Washington State Supplemental Budget, ESSB 5950, passed during the 2023-24 legislative session, it was specified that $28,500,000.00 in CCA funds were to be awarded to the state to provide reimbursement to eligible transporters of agricultural products through the DOL. Agricultural fuel users will be able to apply for payments between $600.00 to $4,500.00 based on the reported gallons of fuel reported for use to produce or transport agricultural products.

What will you need to apply?

General Requirements:

  • Company Name, Applicant Name, address, phone number, UBI number, and motor carrier number.
  • Provide the gallons used in 2023 in production or transportation of agricultural goods.

Agricultural producers will also need one of the following:

  • Department of Ecology Fuel Exemption Certificate (Form ECY 070-721), or
  • Department of Revenue Farmer's Certificate for Wholesale Purchases and Sales Tax Exemption (Form 27 0036).

Agricultural transporters will also need to provide one of the following:

  • Department of Ecology Fuel Exemption Certificate (Form ECY 070-721),
  • Department of Revenue Farmer’s Certificate for Wholesale Purchases and Sales Tax Exemption (Form 27 0036),
  • Bill of Lading, or
  • Agricultural Hauling Contract.
