NOW AVAILABLE: 2026 REFRIGERANT MANAGEMENT PROGRAM FEE INFORMATION

Ecology sets a yearly implementation fee for Refrigerant Management Program (RMP) registrants with certain refrigerant systems. This applies to systems with over 200 pounds of refrigerants with a Global Warming Potential (GWP) above 150 (WAC 173-443-135). This fee helps pay the costs of running the program. Under Washington law, Ecology may adjust the fee each year to cover program implementation.

WHAT TO EXPECT

• By August 1, 2025, Ecology will post the draft 2025 workload analysis, annual budget, and proposed fees on our webpage
• 30 days for public comment will follow.
  • Submit a public comment from August 1-31,2025.
• We will publish the final fee by December 1, 2025

PROPOSED FEE FOR 2026

• Medium facilities will pay $170 participation fee as stated in the rule
• Large facilities will pay:
  • A $250 base fee, plus
  • A carbon fee based on refrigerant type and quantity

The fee is $0.15 per metric ton of carbon dioxide equivalent (MT CO₂e). It’s based on the refrigerant global warming potential (GWP) and total pounds of refrigerant.

Large fee = base fee + ((pounds of refrigerant × refrigerant GWP ÷ 2,204.62) × $0.15)

This formula calculates the Large Fee by adding the base fee to the product of the number of pounds of refrigerant, its global warming potential (GWP), and $0.15. That product is then divided by 2204.62. This converts pounds to metric tons.

EXAMPLE

For example, a facility with a 2000-lb chiller using r-134a refrigerant (GWP = 1,430) would:

• Have a base fee of $250
• Carbon fee (MT CO2e) of about $195
• Total charge of $445
