THE UNITED STATES DEPARTMENT OF AGRICULTURE (USDA) ANNOUNCES PLANS TO PURCHASE FRESH APPLES, PEARS, POTATOES, AND MIXED FRESH PRODUCE BOXES UNDER AUTHORITY OF THE COMMODITY CREDIT CORPORATION (CCC) CHARTER ACT.

Under the authority of Section 5 of the CCC charter act, the USDA made a pre-solicitation announcement of plans to purchase fresh apples, pears, potatoes, and mixed fresh produce boxes to distribute to various food nutrition assistance programs. 

Once issued, solicitations will be available electronically through the Web-Based Supply Chain Management (WBSCM). Without an account, access to public WBSCM is available on the WBSCM Public Procurement Page. Future notices on this acquisition can be found through WBSCM and www.ams.usda.gov/selling-food. Firm fixed priced contracts are expected with deliveries on a FOB destination basis to various areas in the United States (US).

Documents are available to review on the AMS Commodity Procurement website. It is recommended that any eligible contractor reviews all program documents including the latest AMS Master Solicitation for Commodity Procurements, Qualification Requirements for Prospective Contractors Selling Commodities to USDA and all applicable specification documents. For the commodities and agricultural products to be eligible they must meet the Agricultural Acquisition Regulation 470.103(b) and be a product of the US. A product of the US must be grown, processed, and otherwise exclusively prepared for distribution or sale within the United States. The only portion that is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements (addressed by FAR clause 52.225-5) is the packaging and container proponents. Potential contractors must meet the AMS vendor qualification requirements in order to be eligible to submit offers.
